What is neutral?

I love that the huge blue velvet couch is kind of a neutral in this room. The only color you notice is pink.

I swear, I see it everywhere, including today on Material Girls.

Even though right now I'm liking black and white better than brown and white (happens when your apartment is from the 80's and everything looks dingy - you want to eradicate all colors that aren't crisp) I just love these brown walls. And the table? And the message board? And the blue chairs? Are you kidding me right now, House Beautiful?
